My account will not close despite attempts to log out. Is this a new problem?

You can clear the cache and cookies from your browser to make sure you are no longer logged in to your account at mail.yahoo.com: https://help.yahoo.com/kb/SLN27197.html On the sign in page, make sure to not check the box from the ‘’stay signed in’’ option.
