Before I got to this comment, I found numerous comments from people not wanting articles from Fox and other Conservative news sources. Given all those other comments, are you absolutely certain that the problem isn't you haven't observed sufficient data before reaching a conclusion?

My guess is Yahoo wrote the app but didn't write the desktop browser. The software that Yahoo wrote (the app) can do the time conversion when it receives the time. The software that Yahoo didn't write doesn't do the time conversion.
