Are you able to download attachments by clicking on the attachment name? Have you tried general browser troubleshooting or a different browser? If not, please try these steps to fix this issue: https://help.yahoo.com/kb/sln2891.html

if a message has multiple attachments, I can only download one attachment properly, then other attachment links are broken and I have to close Chrome and start it again where I left off, then I can choose a second attachment. It is unsatisfactory for a paid mail-client service, so I will not alllow renewal of my subscription, until this is sorted out permanently.

i am facing a problem with yahoo mail for attachment downloads. There is no any option for downloading the email attachment.
