Please make the filter toolbar float at the top of the Filter settings page to allow for easier priority rank of large number of filters
Currently, if you have more than a dozen filters, you have to scroll through all the filters and then back all the way up to move or delete filters. Instead of having to scroll back to the top for the filter toolbar, keep the toolbar stable/floating, even if you're at the last filter in the list.
