In standard draft leagues, it is the case that most players agree that an early pick in the draft is an advantage. Awarding places in the waiver queue in reverse draft order seems appropriate to provide some compensation to players who pick later in the first round.
For salary cap leagues, there is almost zero advantage to an early nomination. Awarding the valuable first waiver priority position just for nominating last is unbalanced.
For salary cap leagues, nominating and bidding on the top waiver slots would be a way of making it fair.
