The teams that did not qualify for the playoffs should not be allowed to use the wavier wire because they will only block the teams that are still playing from getting players.

Hey Tim,
Public Leagues use default settings that include locking eliminated teams from the add/drop. This will only lock teams who are eliminated from either the playoffs or consolation bracket.
In a Private League, the commissioner can use their tools to lock teams who are eliminated from the add/drop feature.
