By not allowing two teams to openly cheat

Look at the both two trades made between NFL Monstars and the St. Louis Rams and tell me these two aren't cheating. The first deal was outrageous and the second one sent back the guys the Monstars traded off the first time. Two of the players the Rams received are on injured reserve. Why should any of the rest of even play?
