Out players stay Out until the NFL injury updates
There should be a presumption that an injured player out in Week X will still be out in Week X+1 unless and until the team issues a Game Status report (Friday before a Sunday game) clarifying whether the player is something other than Out.
They should at least stay 'out' until they practice once?! Desean Jackson, Tevin Coleman, AJ Green, etc all had yo-yo injury designations, despite having debilitating injuries that keeps them out for weeks at a time. It is to the point that IR slots are completely useless, since the designations are changed on Tuesday before waivers run. Total ****.

Once a player is declared "out", that designation should not be removed until AT LEAST after the Monday games have kicked off. I put an "out" player on my IR slot this week on Sunday AM. On Monday AM, his status was changed back to "questionable". Since he had already "played", I can't move him back to my bench. That effectively locks me from making ANY roster moves until Tuesday, because I now have a player in my IR slot that isn't illegible for that slot! Even though I have an available free agent I want to pick up on Monday AM, and am willing to make a place on my roster to do so, I'm locked out. Either quit changing injury designations until after ALL games have kicked off, OR at least allow a player to be moved from the IR slot to the bench at any time as long as there is sufficient space!!

Currently, a player listed as "Out" may be place in the IR slot. Tuesday rolls around and all players' health status is erased. A manger then must cut a player and move the IR player to the active roster to make any waiver/FA claims until the league announces on Wednesday that the player is "Out" again. The players status should remain "Out" until the league officially changes it in Wednesday. Otherwise the IR slot is (mostly) useless.
